PPA Conducts End User Training on Single Carpeta System

The End-User Training on the Single Carpeta System particularly on the Investigation and Supervision of Parole and Execuitve Clemency Information System was conducted by the Ideyatech, Inc., the developer of the system, and facilitated by the Case Management and Records Division (CMRD) and Training Unit.

From February 19, 2018 to March 20, 2018, personnel from the CMRD, Technical Services Division (TSD), RD Perlita S. Silvederio and ARD Janette S. Padua and selected officers from the Parole and Probation Administration-National Capital Region (PPA-NCR) participated in the said training held at the Multi-Purpose Hall in PPA-Central Office.

The Single Carpeta System (SCS), also called the Inmate Management Information System, is a nationwide comprehensive case monitoring and information system that tracks the progress of cases/clients from one agency to another. With the said system in place, it connects all of PPA’s regional offices, 224 field offices and the Central Office via a wide area network (WAN).

The Single Carpeta System has three components namely the National Inmate Monitoring System of the Bureau of Jail Management and Penology (BJMP), the Administration of Pardons and Parole Information System of the Board of Pardons and Parole (BPP), and the Investigation and Supervision of Parole and Executive Clemency Information System (ISPECIS) of the Parole and Probation Administration (PPA).

Upon implementation of the SCS, the amount of time in preparing report on investigation and supervision of clients and in retrieving records will be reduced significantly. In the rehabilitation of clients, the SCS will keep track on clients’ participation in the rehabilitation programs of the Agency while in management of records, it will be able to generate sex-aggregated data to address gender and development issues, and integrate records of inmate. With the use of SCS, PPA is expected to improve its delivery of service.

Addressing the “confidentiality of records” clause in P.D. 968 and security protocol issues, the system uses secured user authentication and secured web-based access.

To date, the delivery of hardware and software requirements for Visayas and Mindanao areas and the assessment of its system are still ongoing. On the other hand, selected field offices in the National Capital Region tested the Single Carpeta System.
