UNAFEI Invites Administrator Co for TCTP Follow-up Seminar
To give lecture and participate in the meeting on community correction fields, Administrator Manuel G. Co was invited as visiting expert by the United Nations Asia and Far East Institute (UNAFEI) for the Prevention of Crime and the Treatment of Offenders to the Third Country Training Program (TCTP) follow-up seminar.
Conducted last June 26-28, 2018 in Tokyo, Japan, the seminar aimed to provide opportunity to discuss the needs of the countries of Cambodia, Lao P.D.R., Myanmar and Vietnam (CLMV) and seek solution to the challenges mentioned in the second phase of the TCTP.
The lecture of Administrator Co focused on the counter measures to supervisees who commit bad conduct specifically in the corrections pillar. He likewise discussed the programs being implemented to prevent or minimize the cases of reoffending under the Philippine Criminal Justice System.
During the follow-up seminar, the participants also reviewed the achievements from first and second phases of the TCTP by taking the following approaches:
1.) Confirming the outcomes, identifying what each country obtained from the second phase and the progress of each CLMV countries toward developing community-based treatment since the first phase.
2.) Sharing and discussing how to choose an appropriate implementing agency or department and what kind of factors should be considered to select or establish the agency or department.
3.) Sharing experiences on the handling of supervisees who reoffended or violated conditions of supervisors.
4.) Thinking about the legal framework for community-based treatment.
5.) Raising public awareness of the community-based treatment of offenders.
6.) Strengthening the network of administrators and practitioners responsible for community-based treatment in the CLMV countries.
Spearheaded by the UNAFEI, the series of TCTP is co-organized by the Asia Crime Prevention Foundation and the Department of Probation of Thailand’s Ministry of Justice.
