PPA Kick Off Parallel Care Program

The Parole and Probation Administration (PPA) held the kick-off ceremony for the ComPassion Project: Parallel Care for Persons Deprived of Liberty (PDL), Persons with Restored Liberty (PRL) and their Families. The ceremony was held on November 8, 2018 at the Office of the Deputy Administrator in Central Office.

Department of Social Welfare and Development Assistant Secretary Jose Antonio Hernandez graced the occasion. Other stakeholders present were retired Jail Chief Supt. Doris Dorigo and Ms. Amelia Talento representing El Proveedores Foundation, Jail Supt. Roy Valenzuela of Bureau of Jail Management and Penology (BJMP), Mr. Diosdado Baquiran, Dr. Rene Luce, Mr. Ranillo Rodrigo Resuello, and Mayor Rex Manuel Tanjuatco of Municipality of Tanay, and ROIC Shirley Fernandez of PPA-Region IVA.

The Parallel Care Program (PCP) aims to provide services such as psychosocial counseling, livelihood and job placement, spiritual, health and wellness, education and skills development, legal and paralegal service, and disaster preparedness and response. Other special services that would also be given are conflict management seminar, financial literacy seminar, family budgeting, time management and other trainings that may be needed.

The idea about the program was first presented during the Inter-Agency Committee on Anti-Illegal Drug (ICAD) meeting on October 2018. Administrator Co and Deputy Administrator Yumul then spearheaded the crafting of the PCP. The draft was modeled after the Therapeutic Community Ladderized Program (TCLP) of PPA. Coordination was made with the stakeholders namely the El Proveedores Foundation, the Bureau of Jail Management and Penology, the Department of Social Welfare and Development, the Department of Health, the Board of Pardons and Parole, and the Local Government of Tanay, Rizal, the pilot area for the implementation of the PCP.

With Parallel Care Program included in the rehab tools of the Agency, PPA now has an all-inclusive rehabilitation program which will address the needs of both the victim and the offender as well as their families.

DA Lorna Yumul and CPPO Hyacinth Castaños gave their welcome remarks and closing message, respectively. PPO II Mary Shayne Ann Maramba hosted the ceremony.
