On December 23, 2020, the Parole and Probation Administration signed a Memorandum of Agreement (MOA) with the University of the Philippines (UP) for the conduct of research called, “Impact Assessment of the Rehabilitation Program of the PPA”. This research project will provide the opportunity for a baseline study of the three-pronged approach to crime prevention and rehabilitation of offenders as well as its impact on the clients’ host communities. The coverage of the assessment is from 2015 to 2017 and will set out in the first quarter of 2021.
The project specifically had the following objectives:
- Determine the field offices’ level of efficiency and effectiveness in the implementation of the rehabilitation program;
- Determine the extent of compliance with the established procedures and manuals in the implementation of the rehabilitation program;
- Identify and evaluate facilitating and hindering factors in the implementation of the rehabilitation program;
- Ascertain the impact of the rehabilitation program on the lives of the clients, including the terminated clients; and
- Recommend measures that will contribute either to the enhancement of existing rehabilitation program or development of a more appropriate program.
Expected to be completed in 18 months after the signing, the impact assessment generally aimed to assist the PPA to effectively implement the three-pronged individualized community-based rehabilitation program for the treatment of criminal offenders. OIC-Administrator Allan B. Alcala and UP Chancellor Fidel R. Nemenzo signed the memorandum of agreement.
The impact assessment of the PPA’s rehabilitation program is a first since the Agency was established by virtue of PD 968, also known as the Probation Law of 1976.
