Administrator Co Gives Lecture on Community-Based Corrections at TCTP in Thailand
Administrator Manuel G. Co was invited by Thailand’s Department of Probation to serve as a resource person and act as one of the panelists in the second phase of the “Third Country Training Programme (TCTP) for the Development of Effective Community-Based Treatment of Offenders” in the countries of Cambodia, Lao PDR, Myanmar and Vietnam (CLMV).
Held from January 14-18, 2018, the training aims to provide senior officials in the CLMV countries with extensive knowledge and understanding of the community-based treatment systems and at the same time encourage them to develop and implement suitable forms of non-custodial measures in their respective countries.
The lecture and panel discussion focused on the “relationship between legal systems and suitable system of community-based treatment of offenders”. The said topic hopes to gain more insights for the participants and help them build solid strategies to create tangible pathways towards achievement of effective community-based corrections.
Administrator Co was joined by other resource speakers from Japan, Thailand and Singapore.
Aside from the lecture and conference, an observation tour to Phuket Probation Office was made wherein panellists and participants witnessed the social investigation procedures of parole cases conducted by the personnel and volunteers of the said office. A field observation on the role of community and courtesy visit at Phuket Provincial Administration was also included in the series of activities attended by the same resource speakers and participants.
The TCTP is a three-year comprehensive course organized by Thailand’s Department of Probation, Thailand International Cooperation Agency (TICA) and Japan International Cooperation Agency (JICA) as part of the ASEAN Plus 3 Roadmap for Probation and Non-Custodial Measures adopted in 2014.
